As an agency user, I need to be able to submit my TAS and not receive warnings for program activity or object class when there are no obligations or outlays on the TAS.
Users do not receive warnings for rules B9/B10 (program activity) or B11 (object class) for File B when the financial amounts (USSGLs and subtotals) are all zero
Program activity and object class are only assigned once there is an obligation (or an outlay). However, we require the same TAS be reported in File A and File B. There may be TAS reported in both files A and B that do not have obligations or outlays made to date for whatever reason (brand new account, waiting to make an award, etc.). However, since program activity and object class are required fields, we should accept 000/unknown for both of these fields without triggering a warning.
This doesn't affect File A because we don't capture program activity or object class in File A.
