As a Service Desk Agent, I need to be able to have access to the full history of any record in the database.
1. Deletion actions don't actually delete the original record form the database, but renders the record inactive.
2. Correction actions inactivate the original record and replace it with the submitted correction record.
3. Inactive records in the database are available to users with the appropriate access.
Points 1 and 2 are implemented already.
