As a data user, I need to see the office names derived from office codes so I can have appropriate context for understanding them

FundingOfficeName should be derived from the (optional) FundingOfficeCode if the office code is submitted,
AwardingOfficeName should be derived from the (optional) AwardingOfficeCode if the office code is submitted
Derivations should use the following file https://www.fpds.gov/downloads/top_requests/FPDSNG_Contracting_Offices.xls
(Column E is office code, Column F is office name)
