As a user, I need to be able to upload new files to submissions that I did not create but do have permissions for so I can update submissions
Users that have fabs permissions to update submissions were not able to update submissions that were not created by the user.
Finalize permission checks updated to allow users to update their agency submissions
Service Desk was assuming this would include:
two different users uploading files
one user creates/uploads, another publishes
one user creates/uploads, another deletes
Related to SD-2535, FABS submission 6683. User attempting to delete 6683 had upload+read-only permissions. Submission had hung during validations and had to be manually failed for deletion.
Once submission had been failed for deletion, user still received error on the "Warning: this will delete the submission for the entire agency" pop-up; upon clicking delete, "An error has occurred" displayed.
User had a co-worker of theirs delete submission 6683, which worked.
