As an agency user, I need to publish my data to USASpending.gov after my files have been successfully validated

After this is added, remove the workaround from validationManager of marking submission as ready to publish after cross-file validation.

After talking with Arman, we'd like this to involve three new flags in the submission table indicating the following:

• submission has been marked by the user as ready to publish

• submission has started the process of being copied to the data store

• submission has finished being copied to the data store
  This could potentially also be done with a single publication_status field
