Acceptance Criteria:
user can click the submit button and have their data transferred to production (mock: http://pueyiu.axshare.com/#g=1&p=review__certify___publish_submission)
user can delete or download submission

Schema team is requesting that this happen soon (including marking of submissions as ready to publish) so they can pull submissions from staging tables with confidence that they're not getting records with errors.
