Agency and States should be done first since they are less likely to change

Not sure we need an investigation ticket, but let me know if there are specific concerns.

Best practice for URL structure is found here: https://moz.com/learn/seo/url

We just need a URL path name to identify individual agencies, and I can’t think of a better solution than the domain name for that agency’s existing website.

For example, DOD’s website is https://www.defense.gov/, so our URL path for them should say “defense” rather than “dod”.

But I’m open to other thoughts and solutions, so keep me posted!

Same comment as other SEO ticket - may need a separate investigation and implementation ticket
