As a non-API user, I need a faster way to get large datasets than the search and download page

Acceptance Criteria:
1) wireframe for download page that includes:

• AWS snapshot (new mock)

• raw agency submission files (review existing mock)

• the ability to download a subset of account data files (new mock)

• the ability to download a subset of award data files

Notes:
Need to research the most logical way to download account data.
